Becoming a United East Bay Referee

  1. If you are already a certified AYSO Intermediate or Advanced Referee, you can cross certify with USSF. Details can be found here

Re-certifying as a USSF Referee for 2020

  1. Click on the link to register:
  2.  Log into Game Officials and update any and all contact information.
  3. Once registered, click on the load session tracker button and complete the concussion video and grassroots referee exam
  4. Once you have completed the concussion video and grassroots referee exam, we will approve your registration. Please note that until you complete the concussion video and the Grassroots referee exam, your registration will not be approved.

All referees must be certified with USSF at a level of Grade 8 or above or hold a Grassroots or higher referee certification, have a current year badge, and be prepared to show their current USSF registration card.  Referees may register here.  AYSO referees with current certifications of Intermediate and above may cross-certify to a USSF badge here.

USSF Grassroots Referee training

Effective July 1, 2019, US Soccer has introduced the name Grassroots Referee to replace the former "grades" of 7, 8, and 9.  The US Soccer Digital Learning Center has also became the hub for all registration activities. 

You must be 13 or older to set up an account in the Learning Center.

Step 1: Create a Profile at US Soccer Referee Learning Center 

Step 2: Complete the US Soccer NCSI Background Check (if 18 or older) ($30)

  • Valid for two years. 
  • Takes 7-10 days to clear.  Your background check must be cleared before you can sign up for ANY class.  We do not accept any other background checks.

Step 3: Register for an In-Person Course in the Learning Center ($75). Note that until shelter-in-place orders are lifted, the field session requirement can be completed online. Please see section below for more information. 

Step 4: Complete All 4 Assignments posted in your Assignments Tab

 All 4 assignments MUST be completed before attending the In-Person Course or completing the Digital Field Session. Estimated time to complete is 4.5-6 hours. If you do not, you will not be permitted to attend and full refunds will not be given. We strongly suggest that you bring a copy of your online training Certification of Completion to the field session.

  3. Grass Roots Quiz
  4. Safe Sport Certification (if 18 or older)
  • Access Code: (available in the Learning Center, in the description of the In-Person Course) 
  • When asked, select U.S. Soccer as the Member Organization on the drop down menu.
  • If you have already completed Safe Sport training, log in to your account, click on the Menu in the top left corner, Update Account, change tab to Profile, scroll down and ensure US Soccer is listed under Memberships. If not, just add it. 
  • Safe Sport Certification should be completed before attending the In-Person course. Your registration will not be processed until completion is confirmed.  
  • Estimated time to complete is 2-2.5 hours.

Step 5Download the IFAB Laws of the Game (LOTG)

  • The LOTG are also available as an app on both Android and iOS.
  • It is not required to print the LOTG document.

Step 6: Attend the In-Person session/Digital Field Session

  • The field session will be held rain or shine. Check-in will begin 30 minutes prior to the start of your session. Late arrivals will not be permitted to participate but must reschedule.   
  • Class should run for about 2 hours. 
  • This is an active session; please dress appropriately. Sandals are not permitted; sneakers or turf shoes are recommended. Please bring water as none will be provided. We will be providing you with your first referee whistle, which you will use at the field session.
For the duration of the shelter-in-place order, a Digital Field Session will be offered in place of the in-person field session. More information can be found in the section below. 


2021 Entry-Level Digital Field Session

The California North Referee Association (CNRA) is pleased to announce that for the duration of the COVID-19 shelter-in-place recommendation, the field session requirement for new referees can now be completed via a new Digital Field Session. This web-based training will take approximately 75 minutes to complete, and will cover much of the same instruction that is provided at the in-person field sessions.

Referees who have completed the classroom learning in the U.S. Soccer Learning Center can now complete their registration requirements by participating in one of these web-based training sessions. These referees who still have to complete the field session will receive an email from the Entry-Level Program Coordinator announcing dates for the digital field sessions to take place.

The digital program will be offered to complete the new referee certification process for all referees until the shelter-in-place order is lifted and large public gatherings are possible.
